James Zenner

Director, Military & Veterans Affairs

James (Jim) Zenner most recently worked for the Los Angeles County Department of Mental Health (LACDMH) as a Mental Health Program Manager III. In this capacity, Jim was responsible for the implementation and oversight of the Veteran Peer Access Network, and was the lead program manager assigned to collaborate with the Veteran Healthcare Administration, Veteran Benefits Administration, CalVet, and other federal and local agencies regarding veteran programming for LACDMH.

Chief Deputy Zuleyda (Zuly) Santana embodies a lifelong commitment to public service, rooted in her deep-seated desire to uplift and support others. From her humble beginnings as a teenager in an immigrant family, she recognized the pressing needs within her community and took proactive steps to address them.

Nareh Alexani

Supervisor, Homeless Services Division

Nareh Alexani brings a wealth of expertise and a deep commitment to addressing housing and homelessness issues. With 15 years of experience in the public sector, her career has been marked by a focus on housing and homelessness initiatives.

Esmeralda Alamillo Gadut

Supervisor, Veterans Services Division

Supervisorial District 1 and 5

Ms. Alamillo-Gadut is a Marine Corps veteran and a seasoned Los Angeles County leader having served over 20 years with the Department of Public Social Services (DPSS) with a lengthy service in the military veteran non-profit organization space. She brings extensive knowledge and experience in public assistance programs, policies, and benefits.

Manuel Gomez

Supervisor, Veterans Services Division

Supervisorial District 2 and 4

Manuel Gomez is a dedicated social worker, nonprofit leader, and doctoral student with over a decade of experience in veteran advocacy. A U.S. Navy veteran, he served from 2005 to 2011 aboard the USS Abraham Lincoln and the USS Peleliu. His years of service ignited a lifelong commitment to empowering veterans, particularly those navigating the challenges of reentry following justice involvement.

Joaquin Enriquez

Joaquin Enriquez is a seasoned veteran advocate professional and military veteran with more than 20 years of distinguished experience in both military and civilian leadership roles.
